The childhood seeking understanding opportunities in national universities, polytechnics and higher institutes, wherever pupils are somehow left by themselves, having no more any must be under lasting guidance of their parents or teachers, are disoriented. It is essential to develop a crucial mass of well qualified and very qualified workforce which often may increase the entire literacy, rational progress, education volume and specialized abilities in various aspects of the country’s economic and commercial development.

In the short-term, increased access and improved quality in fundamental knowledge are effective mechanisms for wealth redistribution and the campaign of cultural equity.

This plan is in line with the provisions of the newest Structure of Mozambique adopted on 16 Nov 2004, in their articles 113 and 114 which option respectively with knowledge and higher education. About the year 1990, the Government of Mozambique decided to improve their cultural, economic and political direction system from the centrally-planned system learned from the communist age and adopted a western-style of free market system.
